Following a major rebuild of the dryer section supplied by Toscotec with the installation of TT SteelDryers, Cascades Packaging fired up its PM1 at Kingsey Falls mill, Canada. The machine was started up on schedule on September 23rd, with the support of Toscotec’s service engineers, who also provided the commissioning and the erection supervision onsite.

Toscotec implemented an efficient rebuild aimed to achieve the highest production increase with the lowest possible impact on the existing machine. Toscotec customized its engineering design in order to efficiently integrate its new dryer section into the existing equipment. The project was completed in record time and maintaining the overall length of the dryer section and the width of the dryers’ frame.

Mathieu Gendron, Mill Manager of Cascades Kingsey Falls, says, “Toscotec delivered the project according to the tight schedule we agreed upon. After start-up, we are seeing a promising increase in the production and we are confident that it will match the project targets”.

    Resolute Forest Products Inc. (NYSE: RFP) (TSX: RFP) has just announced that it has entered into a definitive asset purchase agreement with New-Indy Containerboard, LLC ("New-Indy") for the sale of its Catawba, South Carolina, paper and pulp mill, for a total purchase price of about $300 million, consisting of $260 million in cash, subject to customary closing adjustments, and the assumption of approximately $40 million of balance sheet liabilities, largely net pension benefit obligations.

    Catawba's operation includes a kraft mill and a pulp dryer to produce market pulp, a thermomechanical pulp mill as well as a lightweight coated paper machine. The facility currently employs 460 people.

    abiti122011Under the terms of the asset purchase agreement, New-Indy will offer employment to Catawba employees effective upon closing of the transaction, which is expected at or around year-end. The sale is subject to certain closing conditions.

    "This transaction will allow us to realize significant value for an asset whose greatest earnings potential lies with the investment in and diversification of the mill's operations, as proposed by New-Indy," stated Yves Laflamme, president and chief executive officer of Resolute. "We are pleased that the mill will continue to operate and benefit the local community, both economically and socially."

    Without the Catawba operation, we estimate that Resolute's operating income, excluding depreciation and amortization, for the 12 months ended June 30, 2018, would have been approximately $25 million, or 5%, lower. Including depreciation and amortization of $15 million, the operating income would have been about $10 million lower. These figures are not indicative of expected results for periods subsequent to June 30, 2018, particularly in light of recent price increases for market pulp and coated paper products.

    "We expect to use the proceeds from this asset sale to further reduce our net debt and improve shareholder value," added Laflamme. "We will continue to explore high-return strategic opportunities to grow our core businesses in line with our transformation strategy. Over the coming days, we will communicate with our customers to discuss the impact of the transaction and the transition of supply for their orders of lightweight coated paper and market pulp."

    New-Indy is an independent manufacturer and supplier of recycled containerboard to the corrugated box industry. The company was formed in 2012 as a joint venture by The Kraft Group, LLC and Schwarz Partners, LP.       Cascades Packaging selected Toscotec for the supply of TTSteelDryers to be installed at its Cabano mill in Canada. This is a repeated order, following a previous order by Cascades Packaging for a major dryer section rebuild at Kingsey Falls mill. Cascades Packaging confirmed its trust in Toscotec, as the right partner to achieve its strategic objectives of paper machine optimization.

      On this project, Toscotec will supply seven TTSteelDryers for the first dryer section, specifically designed for an operating steam pressure of up to 11 barg. The new steel drying cylinders will allow a boost of production and an increase in sheet width at the beginning of the dryer section. Thanks to their reduced shell thickness, TTSteelDryers feature a higher heat transfer rate, compared with cast iron dryers. Since the thermal conductivity of steel and cast iron is similar in the range of operating temperatures, steel dryers with thinner shells offer a higher drying capacity. The scope of supply also includes erection supervision, commissioning and start-up assistance.

      Toscotec thus further strengthens its partnership with the Cascades Group in North America. With this new reference, the Italian supplier also reinforces its leadership with respect to the design and upgrade of the dryer section of paper machines.

        Cascades Packaging entrusted Toscotec with a major rebuild of the dryer section of PM1 at Kingsey Falls mill, Canada. In view of the challenging targets of the project, Cascades decided that Toscotec’s technology was the right match for this rebuild, thanks to the flexibility and high level of customization guaranteed by the Italian supplier with regards to the seamless integration between the existing equipment and the new tailor-made solution.

        Toscotec’s rebuild will achieve an 8% production increase. The Italian supplier will accomplish this substantial upgrade without increasing the overall length of the dryer section and without increasing the actual width of the dryers’ frame in cross direction. Toscotec’s TTSteelDryer allows better performances in terms of specific evaporation rate, thanks to its reduced shell thickness. Due to its shorter taper length, TT SteelDryer dries a wider sheet with the same space requirements of a traditional dryer section.

        The scope of supply includes a number of TTSteelDryers, specifically designed for an operating steam pressure of 14 barg, as well as doctors, wire tensioning system, guiding and sheet stabilizing components. Toscotec’s service specialists will also provide supervision, commissioning and start-up assistance.

        With this new contract, Toscotec strengthens its reputation as a top P&B machinery supplier on technically demanding markets such as North America.           On April 30, 2018, Resolute announced a $13 million investment in its La Doré (Quebec) wood products facilities, also located in Lac-Saint-Jean. In 2016, the company inaugurated Toundra Greenhouse, located adjacent to the Saint-Félicien pulp mill, a $100 million joint venture project with local investors.

          During today's press conference, Yves Laflamme thanked local employees, government officials, as well as regional academic and economic development organizations for their continued support and advocacy.

          Resolute employs close to 240 workers at the pulp mill, and more than 2,000 in the Saguenay–Lac-Saint-Jean region.

Unifor represents the majority of hourly employees working across the company's Canadian pulp and paper operations.

The agreement applies to the Amos, Baie-Comeau, Dolbeau, Gatineau, Kénogami and Saint-Félicien facilities in Quebec, as well as the Thunder Bay mill and currently indefinitely idled Thorold operation in Ontario.

              "We are pleased that we have reached a tentative agreement with Unifor national and local leadership that recognizes the contribution of employees to the success of the business and provides stability for our customers, shareholders, communities and other company partners," said Yves Laflamme, president and chief executive officer. "Once ratified, this agreement will support long-term investments in our Canadian operations."

              The collective agreement covers approximately 1,100 employees represented by Unifor. The agreement builds on the cooperative relationship that has been established between Resolute and Unifor.

Over the past 15 years, he held a series of successive roles as vice president and senior vice president, covering the overall wood products business, including both Operations and Sales, as well as the company's former Recycling business. Over the past several years, Mr. Laflamme expanded his scope to also include a wide range of corporate support functions, including IT and Global Procurement, among others. In addition, he led a number of important mandates for the company, including M&A activity and enterprise resource planning (ERP), and has represented Resolute in major negotiations with governments.                   Levelling the playing field for the U.S. industry, Canadian uncoated groundwood paper imports to now require CVD deposits to enter the country legally

                  North Pacific Paper Company has just commended the U.S. Department of Commerce for its preliminary countervailing duty (CVD) determination covering subsidized uncoated groundwood papers from Canada. As a result of these determinations, the Department of Commerce will impose tariffs on imports of uncoated groundwood papers to offset the unfair advantage provided by Canadian government subsidies.

                  2018 01 10 064711“Today’s affirmative decision by the Department of Commerce confirms that Canadian uncoated groundwood papers benefit from significant levels of government subsidies,” said Craig Anneberg, CEO of NORPAC. “What the U.S. uncoated groundwood papers industry wants is a level playing field, and this decision is an important step forward for American producers, workers and their families that have been the victims of unfair Canadian trade practices for too long.”

                  The Department of Commerce found that Canadian uncoated groundwood paper was subsidized by an average of 6.53 percent.

                  “NORPAC has a world-class facility that can compete with anyone around the world, but we need to be able to compete on a level playing field. This decision will protect American jobs in Washington, Mississippi and Georgia, and may even serve to create jobs in the U.S. as idled paper machines restart,” said Anneberg.

                  Today, there are groundwood paper mills operating across the U.S., primarily located in Washington state, Georgia and Mississippi, which support family-wage jobs and countless community businesses and supporting industries.

                  In the face of unfair competition since 2012, more than ten American mills have closed costing approximately 2,150 jobs, reducing the U.S. groundwood paper industry’s production capacity by nearly 70 percent. During this time, U.S. producers’ share of the American market has plummeted from 60 percent to 36 percent. 

                  The U.S. uncoated groundwood papers industry and NORPAC are not alone in seeking and finding relief from unfair trade. Today’s Department of Commerce decision follows similar trade cases in the last five years, which also found that supercalendered papers and softwood lumber imports from Canada were being subsidized causing material injury to U.S. manufacturers and jobs. Other cases found that imports of foreign coated and uncoated papers were also being subsidized causing injury.

                  “While we understand the concerns recently surfaced by some newspaper publishers, we strongly disagree with the notion that their industry requires low-priced, government-subsidized, imported newsprint from Canada to sustain its business model. High-quality journalism in communities across the country should not depend on unfairly traded inputs that cause material injury to a U.S. industry and American jobs,” added Anneberg. “We estimate the impact this ruling would have on the cost to produce the average printed newspaper would be less than $.05 per newspaper – a small price to pay to preserve American manufacturing jobs.”

                  On August 9, 2017, NORPAC filed antidumping and countervailing duty petitions with the U.S. government. The Department of Commerce will issue its preliminary determination in the companion antidumping investigation on March 7, 2018. The Department is expected to make final antidumping and countervailing duty determinations in July 2018, and the International Trade Commission will make its final injury determination in August 2018.

                    Commissioned in 2011, Precision Energy Services, Inc. (PES) of Hayden, Idaho, supplied the first sludge-to-energy system to Atlantic Packaging’s 111 plant location. This system replaced a combustion technology that was unable to reliably burn the wet paper mill sludge.

                    Precision Energy Services designed and supplied a second recycled paper mill sludge-to-energy system for Atlantic Packaging in Ontario, Canada. This system is designed to process 100,000 tons per year of paper mill sludge that was previously being sent to local area landfills. The system eliminates the cost of sludge disposal as well as reduces the cost of fossil fuels by the offset generation of plant steam.

                    In 2016, PES received a design, supply, supervise and startup contract for a complete biomass energy system incorporating its Fluid Bed Combustion System. PES designed the system to supply the necessary energy in the form of hot gas to dry the 60 % + MC wet basis sludge to 40% MC wet basis with the majority of the energy produced from the sludge used to generate process steam. The combined energy is produced from a single PES system without the use of natural gas. Natural gas is only used for startup of the system to obtain the required temperature for sludge feeding.

                    Producing process steam from the sludge-waste residuals, or biomass, promotes the plant’s green energy independence and the company’s green recycling plan by reducing the volume of waste sent to landfills.

                    The PES system processes recycled paper mill sludge in an environmentally sustainable and economic manner.

                    PES designed the complete system and supplied all the system equipment including: the wet and dry sludge storage bins, the wet sludge feed system to the dryer, a single pass rotary drum dryer, the dry sludge collection and storage bin, the dry sludge fuel metering and conveyance system, the PES Fluidized Bed Combustion System with automatic ash cleaning system, a 35,000 PPH, 250 psig waste heat boiler specially designed by PES to allow removal of the high ash quantities generated from the fuel, the boiler economizer and air heater, gas cleaning system and ash collection and storage silo.

                    The majority of the system was designed by PES to fit into the plant’s existing infrastructure. This allows the majority of the equipment, including the boiler system, to be inside the existing building with only the dryer, baghouse and ash silo outside of the building. A small portion of the building roof was removed to install the boiler system, although the height of equipment required a penthouse to be installed over the boiler.

                    The PES system receives the incoming sludge and processes it through PES’ proprietary fluid bed technology, which completely combusts the sludge leaving only an ash that is white in color with no carbon residual. This ash is collected from 9 points throughout the boiler, economizer, air heater, multiclones and baghouse and is conveyed pneumatically to an ash silo. The ash system was designed and supplied by PES to have no rotary valves, which are a constant maintenance issue on biomass boilers. The sealed ash system conveys all of the fly ash to a sealed ash silo for unloading into sealed trailers. This feature ensures that the complete boiler system is sealed from the point the fuel is pneumatically conveyed into the fluid bed combustor, providing a clean plant environment.

                    The ash is held in the ash silo for pick up by a nearby cement plant where it is utilized as an admixture to the concrete manufactured by the plant. The beneficial utilization of the ash from the sludge is a major advantage to the plant as there is not a requirement for ash landfilling.

                    Specifically, the ash produced by the boiler system has very similar properties to Kaolin clay, a feedstock which accounts for approximately 40% of cement’s composition. The sludge ash can be added (substituted) at approximately 5% by weight, and actually, improves the final concrete performance. If the ash were to be used in a Ready-Mix plant, it could be used to directly substitute cement, but the sludge ash would require grinding to a consistent, fine particle size. PES has successfully designed and implemented ash-grinding equipment in other energy systems to increase the marketability of the ash.

                      The estimated annual reduction in greenhouse gas emissions resulting from the project, once complete, is equivalent[1] to:

                      • Removing 9,208 passenger vehicles from the road
                      • Preventing the burning of more than 21 million kilograms of coal
                      • The benefit from installing 11 large scale wind turbines with an estimated cost of about $47 million[2]

                      This project represents Thermal Energy’s largest heat recovery and largest GEM orders to date and is expected to be substantially completed and revenue earned over the next 18 months.

                          Domtar is proud to inaugurate its second generating unit with a power output of 18 MW at its Windsor (Quebec) Mill.

                          In 2001, the Domtar Windsor Mill inaugurated its first 32 MW generating unit. "With the addition of its second generating unit, the Windsor Mill will become one of the major producers of renewable energy in the Eastern Townships.                               FITNIR Analyzers Inc. has been awarded with supplying its state-of-the-art FT-NIR online analyzer system to Harmac Pacific. A single analyzer and field sampling station system will analyze seven recovery and recaust streams at the Nanaimo, BC mill.

                              Harmac Pacific considered other available liquor analyzer technologies, but a number or key attributes elevated FITNIR’s position to the top, including the technology’s broad acceptance within the pulping industry as well as overall life cycle cost.

                              “With a slight delay in initiating this project due to market downturn, we are pleased to finally be proceeding with the installation of FITNIR Online at Harmac Pacific,” said Ryan Prontack, Engineering Superintendent. “We are looking forward to improved operations from having an online liquor analyzer and expect to see a very quick return on investment on the project.”

                                Resolute Forest Products Inc. (NYSE: RFP) (TSX: RFP) have just announced the indefinite idling of its paper mill located in Thorold, Ontario. The facility, which employed over 100 workers, has an annual production capacity of approximately 197,000 metric tons of newsprint on one machine using 100 percent recycled furnish.

                                abiti122011The difficult decision to proceed with the indefinite idling is driven by the ongoing significant decline in North American newsprint consumption, coupled with the increasing cost of recovered paper. The company had already been taking downtime at the operation since mid-December 2016.

                                Resolute is collaborating with Stone House Investments Holdings Inc., an independent third party interested in converting Thorold to production of an alternative product.                                   Cost effective approach could save mills up to $150,000 in chemical costs 

                                  2016 11 29 101810FPInnovations, in partnership with FITNIR Analyzers Inc., announced the successful commercialization of an innovative new product using near infrared technology (NIR) to quickly and efficiently analyze the kappa number of kraft pulp. The unique approach determines kappa number in less than four minutes and eliminates the need for all associated chemicals. The kappa analyzer also does not rely on other parameters for measurement (such as sample weight) thereby reducing measurement error. 

                                  While NIR technology has been used in many industries with applications from pharmaceutics to food quality control, FPInnovations developed specialized expertise to apply this technology to the pulp and paper industry. Solving practical problems encountered in mills, NIR can now be used to measure kappa number, while eliminating many of the complex factors traditionally faced in the process. Easy and quick kappa number measurement allows mills to monitor and control pulp production, from the beginning of the process to the final product. Quicker adjustments improve mill efficiency, while reductions in chemical consumption lead to significant cost savings.

                                  FITNIR Kappa is the third of three commercial products offered by FITNIR based on the same NIR technology being used in mills across North America, Indonesia and Scandinavia. The other two products, FITNIR Online and FITNIR Benchtop, also developed in conjunction with FPInnovations, provide fast, accurate and true measurements of a complete suite of key pulp liquor properties for recovery, recaust, digester, and chlorine dioxide generator applications.

                                  NIR technology uses a broad spectrum of infrared light to illuminate a pulp sample. The resulting unique spectral frequencies are then recorded by the spectrometer and computer. A proprietary algorithm, developed by FPInnovations’ researchers and further fine-tuned by FITNIR, analyzes and determines the lignin content of the sample to ascertain the kappa number.

                                        Resolute Forest Products Inc. President and Chief Executive Officer Richard Garneau has reaffirmed the company's support of free, unencumbered access for softwood lumber exports from Central Canada (Quebec and Ontario) to the United States. Mr. Garneau has been a leading figure in the ongoing softwood lumber dispute between the U.S. and Canada, and draws on over 40 years of experience and leadership in the forest products industry across Canada. 

                                        Resolute is Canada's largest forest products company and the largest producer of softwood lumber east of the Rockies. Richard Garneau has consistently challenged the claims by some that the 2006 Softwood Lumber Agreement between the U.S. and Canada produced predictability and stability. "Managed trade increases volatility, creating an unpredictable and unstable trade environment between two of the world's largest trading partners," stated Mr. Garneau. 

                                        abiti122011While Western Canadian softwood lumber producers benefit from China's extraordinary economic development, logistical limitations mean that Asian markets remain out of reach for Central Canadian producers. Additionally, Western Canadian softwood lumber producers' purchase of 39 sawmills in the U.S., with a production capacity of some five billion board feet, afford them an important measure of insulation from future restrictive measures.

                                        "To put this capacity into context, it is over 150 percent of the total existing capacity of Ontario's sawmills. Canadian demand is simply not enough to absorb all the production of Central Canadian sawmills," added Mr. Garneau. "We need to be able to sell freely to the U.S. Indeed, that was the whole point of the Canada – U.S. Free Trade Agreement and NAFTA. Just about every industry enjoys free trade, except for softwood lumber."

                                        "The last softwood lumber trade arrangement between Canada and the United States was incredibly destructive, particularly for Central Canada. The previous Government of Canada not only agreed to limiting access, through quotas and taxes, it also paid over $1 billion "in ransom" to the U.S. softwood lumber producers, financed by Canadian workers. The purpose of a deal must not be simply an alternative to litigation. It must be to assure fair and equitable trade," further stressed Mr. Garneau. 

                                        Canadians have won every legal fight with the U.S. over softwood lumber. Canada has played by the rules and proven that its industry is not subsidized, and does not cause injury to any U.S. industry. Softwood lumber producers in Quebec and Ontario need and deserve nothing less than free trade.

                                        Canadians have an important and influential ally in the United States consumer; however, they are reticent to fully engage their powerful movement in support of Canada considering Canada's stated intention to once again agree to a managed trade deal. 

                                        "If there is to be a deal, it must recall a principled purpose: that the Canadian softwood lumber industry does compete fairly in North America and pays a fair market price for timber, and that our forestry regimes are market-based. The Government of Canada must not negotiate a deal that does not fully recognize Central Canada's right to free trade," said Mr. Garneau. "However, if we are to go down the litigation route, the Canadian industry will need the full backing of the federal government to avoid being forced into a deal brought about by undue financial pressure by the U.S. government's actions at the border."

                                          Catalyst Paper Corporation is pleased to announce that the Halalt First Nation has discontinued two lawsuits previously commenced against Catalyst. The commencement of the two lawsuits was previously announced and described in the company's news release of January 25, 2016.

                                          The second claim was filed jointly by Halalt, Sunvault Energy Inc. and Aboriginal Power Corp. alleging Catalyst disclosed certain confidential information pertaining to a proposed anaerobic digester facility in breach of a confidentiality agreement. The Notice of Discontinuance filed by Halalt in this lawsuit removes Halalt as a plaintiff. Sunvault Energy Inc. and Aboriginal Power Corp. remain as plaintiffs in the lawsuit. Catalyst denies the remaining allegations contained in this claim and intends to continue to vigorously defend itself.

                                          The discontinuances filed by Halalt from re-instituting litigation against Catalyst in the future for the claims made in the actions described in this release, but Catalyst is hopeful such issues will be permanently resolved through working with the Halalt.

                                            Resolute Forest Products Inc. have just announced completion of commissioning of the first tissue converting line at its state-of-the-art tissue facility currently under construction in Calhoun, Tennessee. The remaining two lines will be commissioned by year-end.

"The first production of bath tissue and towel came off the converting line on August 17, representing an important milestone. We are confident that the new tissue machine will be operational as planned, in the first quarter of next year."

                                            Resolute's new tissue machine and converting operations are being built at its Calhoun pulp and paper mill, which will be one of the most competitive and efficient tissue operations in North America. At full capacity, the facility will produce approximately 66,000 short tons per year of at-home, premium bath tissue and paper towel, focused on the growing private-label market.

                                            Construction of the Advantage-NTT machine, the latest innovation in tissue manufacturing, is underway. "We are proud to have one of the most modern and flexible NTT machines, specifically designed for the retail market in North America," added Garneau.                                                   abiti122011The C$7.4 million project involves the capture of up to 30 metric tons of CO2/day (tpd) from Resolute's softwood kraft pulp mill, the majority of the CO2 being transported to Serres Toundra's neighboring world-class vegetable greenhouse. By improving the performance of the greenhouse, while at the same time reducing the carbon emissions of the pulp mill, the reuse of the captured CO2 will provide tangible benefits to both Resolute and Serres Toundra.

                                                    Catalyst Paper Corporation (TSX:CYT) ("Catalyst" or the "Company") has just announced that it has been advised that the four largest shareholders of the Company holding or controlling approximately 79% of the Company's outstanding common shares, that include Mudrick Capital Management, L.P., Cyrus Capital Partners, LP, Oaktree Capital Management, LP and Stonehill Capital Management LLC (collectively, the "Principal Securityholders") have entered into a support agreement with Kejriwal Group International ("KGI"). The Principal Securityholders have filed Schedule 13D with the United States Securities and Exchange Commission setting out the details of the support agreement.

                                                    catalyst logoThe support agreement has been entered into between KGI and the Principal Securityholders following previously disclosed discussions. The Company is not a party to the support agreement, nor has it been a party to the discussions that led to it.

                                                    The Principal Securityholders have committed to support and vote in favour of a transaction to be implemented by way of a plan of arrangement under the Canada Business Corporations Act, the terms of which would include:

                                                    1. common shares held by minority shareholders would be acquired for C$6.00 per share, subject to a maximum aggregate payment of C$18 million;
                                                    2. common shares held by the Principal Securityholders would be exchanged for interests in a new junior convertible term loan;
                                                    3. existing PIK toggle senior secured notes due 2017 would be exchanged for interests in a new 5-year US$260.5 million term loan;
                                                    4. existing credit facilities, including the Company's ABL Facility, would have their maturities extended, or be refinanced; and
                                                    5. trade and other obligations remaining unaffected.

                                                    The support agreement among KGI and the Principal Securityholders includes material conditions and other provisions including satisfactory due diligence by KGI to occur over a period of up to 75 days, the refinancing or maturity extensions of the existing credit facilities of Catalyst, securityholder, regulatory and court approvals, and funding at closing. The support agreement contemplates an outside date to complete the transaction of November 30, 2016, subject to extension.

                                                    The Board of Directors has not yet entered into any discussions regarding the potential transaction with KGI or agreed to the contemplated process and timeline set forth in the support agreement. The Board of Directors is encouraged by KGI's proposal and will be pleased to review and evaluate the proposed transaction and the process contemplated by the support agreement with the assistance of legal and financial advisors.

                                                          Resolute Announces Downtime at Kénogami (Quebec) Paper Mill Due to Ongoing Government Support of Port Hawkesbury (Nova Scotia) Mill

                                                          Resolute Forest Products Inc. (NYSE: RFP) (TSX: RFP) has just announced the temporary closure of its Kénogami (Quebec) supercalendered paper mill from June 23 to July 4, 2016. The 11 days of downtime, impacting 184 employees at the operation, is in large part attributable to the ongoing market disruption caused by measures taken by the former provincial NDP Government in Nova Scotia and the former Conservative Government of Canada in support of the Port Hawkesbury (Nova Scotia) paper mill.

                                                          abiti122011Resolute has consistently raised concerns with government officials, including at the Canadian federal level, that special measures of support discriminated in favor of Port Hawkesbury and resulted, among other damages, in the permanent closure of Resolute's Laurentide (Quebec) paper mill in the fall of 2014. As a result, late last year, Resolute filed a Notice of Arbitration with the Canadian Federal Government under the North American Free Trade Agreement (NAFTA). 

                                                          "In light of today's announcement, I reach out again to Canadian International Trade Minister Freeland urging her to address the competitive disadvantage in which supercalendered manufacturers, such as Resolute, find themselves today. We are in the untenable position of dealing with a dual set of consequences: unfair government support of Port Hawkesbury here in Canada, and retaliatory, protectionist actions by U.S. authorities," stated Richard Garneau, President and Chief Executive Officer. "At least as far as the U.S. part of the problem is concerned, it is essential that Canada ensure the formation of a fair and equitable Chapter 19 Panel under NAFTA to rectify the injustice visited upon Resolute by the U.S. Department of Commerce."

                                                            In fact, wood costs reached their lowest levels in 15 years in the 1Q/16, according to the North American Wood Fiber Review

                                                            pulpwoodWood costs for pulp mills in Eastern Canada have fallen dramatically the past four years, and the region has some of the lowest wood fiber costs in North America, according to
                                                            the North American Wood Fiber Review. In 2012, pulp mills in Ontario and Quebec had some of the highest wood fiber costs on the continent.

                                                            Softwood fiber prices in Eastern Canada have been in steady decline for over four years, and in the 1Q/16 were at their lowest levels in almost 15 years. The  shrinking pulp industry in Ontario and Quebec has become more competitive with fiber costs matching many other regions of North America in early 2016, as reported in the North American Wood Fiber Review (NAWFR). In US dollar terms, softwood chips and pulplogs costs were down 37% and 27%, respectively in the 1Q/16 as compared to the 1Q/12.

                                                            Although much of the decline can be contributed to a stronger US dollar, wood chip prices have also fallen substantially in Canadian dollar terms. Softwood chip prices in Canadian dollars were 16% below 2012 levels, and they are actually at their lowest levelssince NAWFR started tracking wood fiber prices in Eastern Canada in 1988.

                                                            Chip prices in Quebec and Eastern Ontario are currently on par with prices in Western Canada and the US South, and they are substantially lower than in the US Northwest, the Lake States and the US Northeast. This has been quite a remarkable turn-around from four years ago when the region’s pulp mills had some of the highest wood fiber costs in North America.

                                                            Pulpwood prices (in Canadian dollar terms) in the Maritime Provinces fell in the 1Q/16 for the second consecutive quarter, according to the NAWFR (www.woodprices.com). The primary reasons for the recent price declines were full fiber inventories at the region’s pulp mills, and good access to the forests which resulted in a healthy flow of logs to the manufacturing plants. The collapse of the softwood log market in neighboring Maine has also had an impact on fiber prices in Eastern Canada over the past six months.

                                                            The hardwood pulplog price eased modestly in early 2016 due to healthy fiber inventories. Despite the fact that there has been a plentiful supply of logs over the past winter, hardwood log prices have not come down as much as have softwood logs, and are still near their highest levels in 20 years (in Canadian dollar terms).

                                                              Catalyst Paper have just announced that its Powell River mill has won the prestigious Canadian Industry Program for Energy Conservation (CIPEC) Leadership Award. Powell River was recognized in the category of Energy Performance Management in recognition of its successful installation of the G13 Turbine.

The $24 million project was developed in partnership with BC Hydro and was completed in the fall of 2015.

                                                                  Ten New Projects Awarded with Pulp Mills in North America and Asia
                                                                  On the heels of a successful 2015, FITNIR Analyzers continues to build on the momentum in 2016. With seven projects awarded in 2015 and already three in Q1 of 2016, it’s expected the activity won’t slow down anytime soon. “We are excited to announce five new projects in Canada, four in the U.S., and a tenth in Asia,” said Tom Sands, President of FITNIR Analyzers. “It’s gratifying to see our products contributing to the success of mills throughout North America and now expanding internationally.”

                                                                  2015 11 10 091839Paper Excellence’s Mackenzie Pulp Mill Corporation was one of the three mills in North America that selected FITNIR’s fully automated, online FT-NIR analyzer. FITNIR Online provides more reliable, accurate and true measurements versus inferred measurements of traditional solutions. Integrating FITNIR Online into these mills will enable real-time monitoring of various unit operations for process optimization and control.

                                                                  Skookumchuck Pulp, another Paper Excellence mill, is expanding its FITNIR Online system to now include the digester and chlorine dioxide generator. “We decided to go with FITNIR again after the success we had with our recaust analyzer installation for smelt dissolving tank TTA control, CGL trim control, and slaker and CE control,” said Roger Puar, Technical Manager at Skookumchuck Pulp. “Not only does the technology meet our needs, but we also received excellent service from the FITNIR team.”
                                                                  Another repeat customer in eastern Canada selected FITNIR Benchtop in 2014 for liquor measurement, and then in 2015 chose FITNIR Kappa to measure the kappa number of wet kraft pulp to help control its digester operations. Also in 2015, a western Canadian mill was the first to implement FITNIR Kappa for dry pulp sheet applications. Their confidence in the unit led to the selection of FITNIR again in 2016, this time to analyze brownstock kappa.  And just recently, two other mills in the US opted for FITNIR Kappa to provide quick, consistent and accurate kappa number measurements via Near Infrared (NIR) spectroscopy.

                                                                  Most noteworthy for 2015 is FITNIR’s break into the Asian market with a landmark project boasting FITNIR’s largest contract to date. Geared to commence installation this spring, the pulp and paper mill located in Southern Sumatra, Indonesia will use FITNIR Online to optimize its recaust and recovery processes via two analyzers and six field sampling stations.

                                                                    Engineered solution and services for paper machine conversion from newsprint to containerboard production will improve energy efficiency and equipment reliability

                                                                    ABB will deliver a complete engineered solution to Kruger Packaging for a paper machine rebuild project at Kruger’s Trois-Rivières Mill in Quebec, Canada. The project is part of Kruger’s $250-million investment to rebuild its No. 10 Newsprint Machine (PM10) to manufacture 100%-recycled, lightweight and high-strength linerboard. Once the conversion is complete, PM 10 will produce 360,000 metric tonnes of linerboard annually for use in Kruger’s box plants and for the global packaging market.

                                                                    ABB will deliver and install drive systems for PM 10 and its winder. The scope of supply for this rebuilding project includes ACS880 MultiDrive Line ups, AC motors, System 800xA control system, supervisory systems, remote diagnostic services, high-speed data logging system, spare parts and local engineering, commissioning, installation supervision and start-up service.

                                                                      poyKruger Trois-Rivières L.P. has awarded Pöyry (Montreal) Inc. detailed engineering services assignment for the rebuild of the Trois-Rivières No. 10 newsprint machine into a state-of-the-art lightweight and high-strength recycled linerboard production facility. The assignment covers the recycled old corrugated container plant (OCC), paper machine inter-connections, balance-of-plant, upgrade engineering to the mill control systems, extensive migration engineering of the existing control system, and engineering for dismantling of replaced systems.

                                                                      Kruger is a leading paper producer in North America. The Trois-Rivières project is one of their most important capital expenditures in recent years. The modernisation project includes the installation of a modern OCC production facility and a comprehensive rebuild of the existing PM 10 newsprint machine to a high-quality and high-performance lightweight linerboard machine. Pöyry's assignment includes services for the installation of a new starch system, chemical systems, heat recovery and modifications to the existing stock approach system.

                                                                      During the 20-month conversion project, the existing newsprint machine will be extensively modernised to incorporate advanced containerboard manufacturing technology. The new production line will produce 360,000 metric tons per year of lightweight and high-strength linerboard using 100% recycled corrugated containerbaord as raw material.

The incident resulted from an industrial vehicle roll-over which occurred yesterday evening at the mill.

                                                                        The Coroner, RCMP and WorkSafeBC have been contacted and an investigation is underway.

                                                                          catalyst logoCatalyst Paper (TSX: CYT) has just announced that it has been served with two Notices of Civil Claim by the Halalt First Nation and its business partners. Catalyst denies the allegations contained in both claims and intends to vigorously defend itself.

                                                                          The first claim was filed by the Halalt and its members alleging Catalyst has illegally trespassed on, and caused damages to, the Halalt's asserted territories and fisheries resources through the operation of Catalyst's Crofton Mill since 1957.  The Halalt is seeking an interim and permanent injunction restraining Catalyst from conducting its operations at the Crofton Mill that interfere with the Halalt's claimed riparian, water and land rights and are also seeking approximately $2 billion in damages.

                                                                          The second claim was filed jointly by the Halalt, Sunvault Energy Inc. and Aboriginal Power Corp. alleging Catalyst disclosed certain confidential information pertaining to a proposed anaerobic digester facility in breach of a confidentiality agreement. The plaintiffs are seeking, among other things, approximately $100 million in damages from Catalyst in connection with the alleged breach of contract and a permanent injunction restraining Catalyst from constructing, owning or operating an anaerobic digester facility.

                                                                            Canfor Corporation announces that it has entered into an agreement to purchase the assets of Wynndel Box and Lumber Ltd., located in the Creston Valley of British Columbia.

                                                                            Wynndel Box and Lumber produces premium boards and customized specialty wood products sold under the brand name WynnWood. It has access to exceptionally high-quality fibre, and will advance Canfor’s ability to produce a broader mix of higher value specialty products. The acquisition of assets includes a sawmill located in Wynndel, BC with an annual production capacity of 65 million board feet, and approximately 65,000 cubic metres of annual harvesting rights in the Kootenay Lake Timber Supply Area. The agreement is expected to close in the second quarter of 2016 and is subject to customary closing conditions.

Currently producing newsprint, PM10 will be rebuilt using some of the most advanced containerboard manufacturing and automation technology to produce 360,000 metric tonnes (MT) per year of 100% recycled lightweight and high strength linerboard. The rebuilt production line will start up in 2017.

                                                                              The order is included in Valmet's fourth quarter 2015 orders received. The value of the order is not disclosed. The value of paper machine rebuilds depends on the scope of the delivery. This kind of rebuild is typically valued around EUR 30 million.

                                                                              The solution for this ~8.4-meter-wide (wire) machine will be fully modernized from headbox to winder to produce linerboard with industry-leading high strength to basis weight properties, and with sheet formation and surface characteristics suitable for high-quality graphic printing for corrugated box plants.

                                                                              In addition to the machinery improvements, the delivery will includeValmet DNA automation system with remote servicing capabilities for machine and process control as well as MD/CD controls. Valmet will deliver also Valmet IQ Dilution Profiler that contributes to improved sheet quality and minimized variability. To be delivered Valmet Pulp Analyzer will provide fast and precise online updates of key fiber and papermaking furnish properties.

(NYSE: RFP) (TSX: RFP) responds to misleading media statements by third parties regarding the U.S. Department of Commerce's final order for countervailing duties on supercalendered paper from Canada.

                                                                                Contrary to those misleading media statements, the Department of Commerce found countervailable subsidies during its investigation only at the Port Hawkesbury mill in Nova Scotia. The Department did not find countervailable subsidies to the manufacture, production or export of supercalendered paper by Resolute Forest Products.

                                                                                As Resolute has previously disclosed, the Department imposed cash deposit requirements for estimated countervailing duties on Resolute based on a new interpretive rule applied to Resolute retroactively and imposed a punitive 17.87% rate not derived from any subsidy amount found to have been received by Resolute. Resolute believes that, through proceedings before NAFTA and WTO tribunals, the punitive actions will be found unlawful, confirming that the Department of Commerce did not find Resolute's exports to the United States to be subsidized.

(NYSE: RFP) (TSX: RFP) has announced the reinstatement of its Forest Stewardship Council® (FSC®) certificate for the Black Spruce/Dog River-Matawin forest in Northwestern Ontario. This reinstatement further confirms Resolute's status as one of the largest holders of FSC forest management certification in Canada and all of North America.

                                                                                  The certificate had been temporarily suspended in January 2014 following an audit by Rainforest Alliance. In keeping with the FSC process, Resolute has since successfully undergone two rigorous audits, which confirmed that the company is in compliance with the FSC standard. A Corrective Action Verification Audit was carried out in June 2015 and a new Annual Surveillance Audit was completed in September 2015. The results of this successful Annual Surveillance Audit were released today by Rainforest Alliance.

                                                                                    "This is a step-change acquisition that provides us with an immediate position in the multi-billion-dollar North American consumer tissue market," said Richard Garneau, president and chief executive officer of Resolute Forest Products. "We're following through on our strategy toward the Resolute of the future with an acquisition that capitalizes on our unique ability to capture synergies by integrating forward our U.S. market pulp assets. This acquisition also gives us immediate tissue industry experience as we work toward bringing our Calhoun tissue project online by early 2017."

                                                                                    Based in Florida, Atlas Paper manufactures branded and private label tissue products for the at-home and away-from-home markets. It offers both virgin and recycled products, covering economy, value and premium grades. Atlas Paper operates three tissue machines, with an annual production capacity of approximately 65,000 short tons; 14 converting lines in Hialeah (Miami) and Sanford (Orlando); and a paper recycling facility in Tampa. Atlas Paper employs about 360 people. It will be "business as usual" at Atlas Paper in terms of relationships and commitments to suppliers and customers. 

                                                                                    Resolute is uniquely positioned to generate synergies and related benefits with this acquisition, by:

                                                                                    • optimizing Atlas Paper's pulp supply using Resolute's strong U.S. market pulp network;
                                                                                    • capitalizing on excess tissue converting capacity;

With today's announcement, we enter the tissue market right away, and we do so by way of an acquisition that is synergistic and also integrative. We will benefit from the know-how and the expertise of Atlas Paper's experienced tissue manufacturing, sales and management teams, and we will have access to its customer base.

                                                                                    The purchase price in the transaction, which closed today, was $156 million, including working capital. The company estimates approximately $23 million of annualized earnings before interest expense, income taxes, and depreciation and amortization, or "EBITDA," including synergies, starting in the first quarter of 2016. Resolute expects to maintain Atlas Paper's current structure, and that most employees, including management, will remain with the organization. The financial results attributable to these assets will be reported in a stand-alone "tissue" segment. The company paid for Atlas Paper with available cash, but expects to explore financing opportunities in the coming months, considering its previously-reported significant capital expenditure expectations in connection with the Calhoun tissue project.

                                                                                    BMO Capital Markets acted as the financial advisor and Akerman LLP acted as the legal advisor to Resolute on the transaction.

                                                                                        catalyst logoCatalyst Paper (TSX:CYT)  has announced that it will seek an expedited review of the Final Determination by the U.S. Department of Commerce (DOC), dated October 13, 2015, to impose countervailing duties on the company's exports of supercalendered paper to the U.S.

                                                                                        The DOC imposed preliminary countervailing duties on imports of supercalendered paper from four Canadian paper producers – Port Hawkesbury Paper, Resolute Forest Products, Irving Paper and Catalyst Paper – on July 27, 2015. Despite its statutory obligation to examine each of the companies, the DOC refused to examine Catalyst Paper and Irving Paper individually, and instead assigned them a preliminary "all-others" rate of 11.19%, which is the simple average of the preliminary rates assigned to Port Hawkesbury Paper and Resolute Forest Products.

                                                                                        Since August 4, 2015, based on this rate, Catalyst has deposited to the U.S. treasury approximately $1.3 million, representing sales of 17,000 tonnes of supercalendered paper to U.S. customers.

                                                                                        In its Final Determination, the DOC once again refused to examine Catalyst Paper and Irving Paper individually and instead assigned them a final "all-others" rate of 18.85%, which this time is a weighted average of the final rates assigned to Port Hawkesbury Paper and Resolute Forest Products.

                                                                                        "We are disappointed with this outcome," says Joe Nemeth, President & Chief Executive Officer. "We will seek an expedited review of our case by the U.S. Department of Commerce as soon as possible."

                                                                                        The Coalition for Fair Paper Imports — U.S.-based Madison Paper and Verso Corporation — alleges that the Canadian federal and provincial governments subsidized the four Canadian supercalendered paper producers. Supercalendered paper is glossy paper used in retail catalogues, flyers and magazines.

                                                                                        "Catalyst rejects the allegation that we've received government subsidies, and we're confident that a full and fair investigation by the U.S. Department of Commerce would confirm this," said Nemeth.

                                                                                        Following the DOC's Final Determination, the U.S. International Trade Commission (ITC) will consider whether imports of supercalendered paper from Canada have injured the U.S. industry. If the ITC reaches an affirmative determination, the DOC is expected to issue its Final Order on the case in early December 2015, after which time Catalyst may request an expedited review of its case by the DOC.

(NYSE: RFP) (TSX: RFP) has announced that it is disappointed with the decision by the U.S. Department of Commerce to impose countervailing duties against Resolute in connection with its investigation of imports of supercalendered paper from Canada. Commerce determined a subsidy rate of 17.87% for Resolute, and rates of 20.18% for Port Hawkesbury Paper LP and 18.85% for all other producers/exporters in Canada. On July 29, 2015, Commerce calculated a preliminary rate of 2.04% for Resolute. Resolute believes that Commerce's justification for Resolute's significant increase is based on a failure to consider all the relevant factors and an incorrect application of the statute.

                                                                                          All but 0.77% of the 17.87% subsidy rate is based on two specific programs Commerce said it discovered during its on-site verification of the Company's submission, based on records provided in the extensive disclosure. These programs relate to modest amounts received by Fibrek Inc., a subsidiary of the Company since 2012, for the Saint-Félicien mill in Quebec. This facility produces kraft pulp, only a very small portion of which is sold internally to add strength to mechanical supercalendered paper manufactured at the Dolbeau and Kénogami mills in Quebec. Resolute contends that it is unreasonable to conclude that the two programs in question represent a subsidy of any significance, if at all, for supercalendered paper production. But for these two programs, the subsidy rate applicable for Resolute would have been de minimis, and Resolute would be excluded from a possible countervailing duty order. It is important to note that in establishing Resolute's subsidy rate, Commerce did not attempt to quantify the financial significance of the purported subsidies; it relied instead on rates set in an unrelated 1997 administrative review concerning imports of pure and alloy magnesium.

                                                                                                abiti122011Resolute Forest Products Inc. has just announced the completion of the selection of all the key equipment for the new tissue facility being built at its Calhoun pulp and paper mill, in Tennessee.

                                                                                                In addition to the previously announced Advantage NTT tissue machine, the company has committed to the purchase of the new Futura Andromeda converting technology and Infinity packaging solution. The selection of the state-of-the-art equipment followed a rigorous process to ensure best-in-class flexibility and ability to deliver the highest quality products for the premium quality consumer market.

                                                                                                On June 1, 2015, the company unveiled a $270 million investment in a new facility that will manufacture at-home, premium private label tissue paper, including bath and towel. The operation is expected to begin producing tissue in the first quarter of 2017.

                                                                                                "This completes the selection of major equipment and finalizes the first step in delivering the highest quality product to retail customers for their store brands," stated Richard Garneau, president and chief executive officer.

                                                                                                The move into the tissue market represents an important step forward in Resolute's growth strategy, and the company will continue to evaluate opportunities to expand its presence in this growing market segment.
